Rudd faces leadership spill threat from right

The National Party could be on the verge of its worst leadership spill in over 200 years, after Queensland Labor MP and former state premier Campbell Newman says his frontbench will face a revolt.
Mr Newman spoke publicly for the first time about the growing discontent within the party after Labor MP Luke Foley said on Sunday that he would support the Greens.
"I believe it's time for a new beginning in politics and that's why I've told my fellow members of parliament to take their votes and support a change of leadership," Mr Newman said.
Mr Foley was the party's parliamentary secretary from 2004 until he resigned to take up the Greens job after Mr Newman was elected premier in 2007.
He told 7.30 he had told the Federal Government to remove Mr Foley from his cabinet post over his support for a controversial climate change policy.
Mr Foley said his resignation and the support Mr Newman had demonstrated for his plans was "breathtaking".
"There is no point continuing, if the people of Queensland want this change, to continue this government," he said.
"If the people of Queensland don't want the Queensland Premier to stay in the position, then my colleagues will continue in opposition and they will have to vote for that change of leadership.
"It is a change of leadership, if I do not support Luke Foley to continue."
In his statement, Mr Newman said he had not made any comments publicly about the decision to allow Mr Foley to serve in his role, which he says has cost the party about $100,000 in spending and the "harshest criticism of the leadership I've ever endured".
But he told 7.30 it would be right to use his office for personal and professional matters, including raising and managing funds, while he ran for Opposition under the party's "smaller government" slogan.
Queensland Chief Minister Annastacia Palaszczuk has announced a two-week sabbatical.
She has ordered her senior colleagues to meet in person with the party's executive by the end of the week for a "full assessment of how best to deal with the ongoing conflict".
A number of senior Labor MPs including Bob Katter and former MP Adam Bandt had expressed a desire to resign over the leadership spill.
Queensland deputy Liberal MP Andrew Robb, who also opposes the new leader of the National Party, has described Mr Foley's resignation as a "betrayal".
In a statement released on Monday afternoon, Mr Newman said he accepted Mr Foley's resignation and was prepared to accept Mr Katter's.

At present, ministers have to balance a government surplus against cuts in welfare spending. In effect, they have to keep up with rising demands for government spending.
The Treasury says they are likely to face pressure from the Treasury Committee for the Treasury to reduce the threshold for a rate rise by at least 0.5 per cent, rather than 0.75 per cent - the current average rate.
